WASHINGTON, Sept. 15, 2026 /PRNewswire/ — The U.S. Lumber Coalition commends U.S. Customs and Border Protection (CBP) Office of Regulations and Rulings (ORR) for its final administrative determination affirming an earlier decision that Coastal Specialty Forest Products, Inc. (dba Coastal Forest Products) evaded the antidumping (AD) and countervailing duty (CVD) orders on softwood lumber by transshipping Canadian-origin lumber through New Zealand.

In its September 11th decision affirming CBP’s evasion determination, ORR confirmed that Coastal Forest Products imported Canadian-origin softwood lumber through evasion, which resulted in cash deposits not being collected. 

Based on ORR’s determination, CBP will continue to require that Coastal Forest Products pay cash deposits to ensure full compliance with the AD/CVD orders.
